Minister for Roads and Highways, Kwame Governs Agbodza, expressed dissatisfaction with Greenhouse International Development (GH) Ltd working on the Have–Hohoe Road project to achieve at least 20 per cent progress within the next two months or risk losing the contract over the slow pace of work.

During an inspection of the project, the Minister expressed disappointment over the delays, saying the contractor had failed to deliver despite being on the project for several years.

The Minister dismissed rainfall as a justification for the slow progress, noting that the project area does not experience the flooding challenges seen in Accra.

“Unlike Accra, we don’t have flooding or any major weather challenges here, so you cannot use rain as an excuse,” he said.

He noted that work on the road has continued for more than a decade, stressing that funding is not the challenge.

“We have been on this road since 2012 or 2013. Money is not the problem. You are simply not working hard enough,” the Minister said.

He also criticised the contractor for deploying inadequate equipment and manpower, saying only a small section of the more than 50-kilometre stretch was under construction.

“You don’t have enough equipment on site. Along the entire stretch, we only see work being done on part of the road. You cannot execute a project of this size with just one gang,” he said.

The Minister warned that failure to meet the 20 percent target within two months would leave government with no choice but to reconsider the contractor’s ability to execute the project.

“If you fail to achieve that, we will conclude that after 14 years you are not capable of delivering the project, and we will make alternative arrangements, including bringing in other contractors to work on the road,” he warned.
